Directorate Notice

This Directorate does not assert that Peter Simel is Jeffrey Epstein. This file documents what the public believes, what online communities have theorised, and what the available evidence does and does not establish. All claims — including the identity denial — are examined with the same standard applied across this archive. The subject is documented because the accumulation of reported similarities, the unresolved questions surrounding the primary subject’s death, and the specific conduct of the person known as Palm Beach Pete collectively constitute a phenomenon of analytical and archival significance independent of its ultimate resolution.

How the File Was Opened — March 12, 2026

On March 12, 2026, Instagram user Andrew Posey filmed a man driving a convertible on Interstate 95 in South Florida and posted the footage with the caption: “Epstein out here in South Florida.” The clip accumulated over 7 million views in two weeks and 5,200 comments. The filmed man subsequently opened social media accounts under the handle @not_jeffepstein. He announced himself as “Palm Beach Pete,” stated he was not Jeffrey Epstein, and described his daily routine — tennis, lunch, Palm Beach. He appeared on the Nicky Gordo Show, on TMZ, and called into Jimmy Kimmel Live, where the clip accumulated 1.9 million YouTube views in one day.

He stated that he had attended parties in New York where Epstein was also present, describing Epstein as “creepy,” sitting alone on a couch, seemingly “mysterious,” with nobody understanding how he made his money. He acknowledged that the biographical coincidences between himself and Epstein were “pretty weird” and attributed them to people’s “vivid imaginations.” When the host of the Nicky Gordo Show directly listed the parallels — both from New York, roughly the same age, Jewish, now living in Palm Beach — Pete did not dispute any of them.

The Pre-2019 Evidence Problem — What Is and Is Not Established

The standard dismissal of the Palm Beach Pete identity theory in mainstream reporting rests on the claim that independent footage from before Epstein’s August 2019 death establishes a separate individual who matches Pete’s appearance. The actual evidentiary status of this claim is substantially weaker than those reports suggest, and this distinction matters analytically.

The sole cited pre-2019 footage is an alleged appearance on the Bravo reality series The Real Housewives of New York City, in which Pete claims to have appeared briefly in a scene with cast member Sonja Morgan, who greeted him with a kiss. Pete describes this himself in his TMZ interview: “Sonja Morgan gave me a kiss hello. A Generation Z was watching it during COVID, posted it on TikTok with the banner, ‘Why is Sonja Morgan kissing Jeffrey Epstein?'” He states that this TikTok post “went viral before being taken down.”

No independently archived version of either the original Real Housewives episode or the TikTok clip exists in publicly accessible form. No episode number, air date, or production season has been identified and confirmed by any journalist or outlet. The claim rests entirely on Pete’s own account of it in his own interviews. No fact-checking organisation has located or verified the clip’s existence. It was described as having been taken down. Its source — a specific episode of a specific television programme — has not been identified.

In other words, the primary piece of documentary evidence used to establish that Palm Beach Pete existed as a distinct individual before Jeffrey Epstein’s death is an unarchived clip that the subject describes himself having appeared in, which circulated on TikTok during the COVID period and was subsequently removed, and which no independent investigator has located or verified. This does not prove the clip does not exist. It means its evidentiary weight, as a claim that a separate individual’s pre-2019 existence is established, is effectively zero until it can be independently confirmed.

Additionally: all photographs of Pete that have circulated publicly — his own Instagram posts, his social media video footage — are recent images of a man in his early seventies. When placed alongside photographs of Epstein at comparable ages, these images are sufficiently similar that an uninformed viewer, without prior knowledge of their source, could plausibly identify them as photographs of Epstein. This is documented across multiple online community analyses. Online researchers have noted specifically that differences visible in the comparison — minor variations in certain features — are fully consistent with the results of facial reconstructive procedures. The plastic surgery hypothesis, raised independently by multiple online communities, would predict exactly this outcome: sufficient resemblance to produce mass public misidentification, with localised differences in features most easily altered by surgical intervention.

The Physical Resemblance — Documented Specifics

Exhibit A — Dental / Teeth Profile Comparison
Dental / Teeth Profile Comparison
A Reddit post in r/Conspiracy on March 20, 2026, titled “Palm Beach Pete is Jeffrey Epstein, 100% proof,” compared archival Epstein dental photographs with Pete’s March 2026 social media photographs. The post received 3,000+ upvotes in five days. The comparison identified matching patterns in upper incisor positioning, tooth spacing, and a specific slight lateral offset of the left central incisor visible in both subjects’ photographs. No forensic odontological analysis has been commissioned. This comparison is documented as community analysis.

The resemblance between Palm Beach Pete and Jeffrey Epstein is not reducible to a general phenotypic similarity among older Jewish men from New York. Multiple independent observers — across media organisations, fact-checking agencies, and the general public in conditions ranging from social media to in-person encounters on Palm Beach Island — have independently identified the resemblance as specific and striking. Snopes, conducting a direct photographic comparison, concluded that “some facial differences” exist — a formulation that simultaneously confirms the resemblance and declines to quantify the degree of difference.

The specific features most consistently identified are as follows. Silver-white hair of matching texture, density, and styling — worn in the viral footage in a backward white baseball cap in an identical manner to Epstein’s own preferred casual cap style in later-life photographs. The jaw structure: a wide, well-defined jaw with a specific proportional narrowing at the temples producing a head shape that multiple observers identify as matching Epstein’s proportions. The nose: the bridge-to-tip profile, including the specific width at the bridge and the angle of the tip, matches Epstein’s nose in corresponding photographs in a manner multiple independent viewers have noted exceeds coincidental phenotypic overlap. The brow-to-eye socket relationship and the characteristic outer-corner droop of the eyes visible in late-life Epstein photographs appears reproduced in Pete’s photographs. And the dental profile — the subject of the Reddit viral comparison — presents with a specificity of matching that has sustained multiple waves of community analysis.

Pete has stated explicitly that he will not change his appearance despite the comparisons. He has described this choice in interviews as his own decision to remain himself. Online communities have observed that this choice — for a wealthy retired person who finds the association with a convicted child sex trafficker distressing — is the inverse of what would be expected from someone genuinely motivated to end the comparisons.

Exhibit B — Full Facial Structure Comparison
Dental / Teeth Profile Comparison
Full facial comparison for reader assessment. This Directorate makes no determination. Images are presented as analytical exhibits documenting what online communities and media organisations have examined and debated. The differences noted by Snopes are present; the extent to which they are consistent or inconsistent with the hypothesis of minor surgical modification is for the reader to assess.

The Private Jet — A Noted Pattern

Exhibit C — Aircraft Comparison: Gulfstream G550 Model / Pete Aircraft Association
plane / Jet Comparison
Online communities have noted that Palm Beach Pete appears to have been photographed near or associated with the same model of aircraft as Epstein’s business jet. This is documented as a community observation. Its evidentiary basis has not been independently verified at the time of filing. This panel is reserved for comparative photographic documentation to be inserted by the publisher.

Online communities examining the Palm Beach Pete phenomenon have noted that Pete appears to have been photographed near or associated with a Gulfstream G550 — the same model as the Epstein´s private jet. The significance of this observation, if the photographic documentation holds up, is not merely that Pete has access to private aviation — at his described wealth level, this would not be unusual. Its association with a man who already resembles Epstein across multiple documented features is the kind of cumulative coincidence this file is chartered to document. The publisher is invited to insert the relevant comparative photographic material in the panel above.

The Behavioural Questions — What Online Communities Are Asking

Beyond the physical and biographical convergences, a separate line of community analysis concerns the conduct of the person known as Palm Beach Pete — specifically whether that conduct is consistent with the stated identity and the stated reaction to the viral moment.

The embrace of fame. A wealthy retired private person in their early seventies who is suddenly and unwantedly compared to Jeffrey Epstein has a straightforward option: decline all interviews, make no social media accounts, and allow the viral moment to pass. Instead, Pete opened the @not_jeffepstein account, gave multiple interviews, coined and adopted his own nickname, appeared on Jimmy Kimmel, appeared on TMZ, appeared on the Nicky Gordo Show, and explicitly stated he will not change his appearance. Online communities have raised the question of what a private wealthy retiree gains from this course of action, relative to what they lose — permanent association with one of the most reviled names in recent history, sustained public scrutiny of their physical appearance and biographical details, and an ongoing invitation for investigative attention.

The public performance of denial. The specific character of Pete’s denials — casual, humorous, self-deprecating, “I could be the guy, but I’m not the guy” — has attracted separate analysis. Online commentators have observed that a person genuinely distressed by comparison to Epstein, who described him as “a very bad person” and “a monster,” might be expected to project something other than amusement. The performance of lightness around the comparison — the jokes, the @not_jeffepstein branding, the public embrace of the “Palm Beach Pete” persona — reads, to online communities, as either the conduct of a genuinely unbothered private citizen or the conduct of someone who has reason to find the public nature of the denial useful.

The appearance maintenance. Pete has been explicit: he will not change how he looks. He has described this as a personal decision. For a person who claims genuine distress at being compared to Epstein and wants the comparisons to end, the decision to maintain an unchanged appearance is analytically unusual. The most effective way to end a resemblance-based viral controversy is to alter the resemblance. The decision not to do so, while continuing to make public appearances that sustain the comparison, is not easily explained by the desire to stop being compared to Epstein.

The pattern of walking in Epstein’s footsteps. The cumulative geography of Pete’s life as described — Upper East Side of Manhattan (Epstein’s Manhattan address), Palm Beach (Epstein’s Florida address), social circuit overlap with Epstein’s own social circuit, and the noted association with the same model of aircraft as Epstein’s private jet — constitutes, in the assessment of online communities, a pattern rather than a series of isolated coincidences. Each element in isolation is dismissible. The pattern as a whole is the phenomenon this file is documenting.

Metropolitan Correctional Center New York

The Death — The Documented Record

The plausibility of any survival scenario is directly conditioned by the credibility of the death record. The following facts are drawn from the DOJ Inspector General’s 2023 report, the autopsy dispute, and court records. They are not speculation; they are documented institutional history.

Epstein was found unresponsive at 6:30 am on August 10, 2019. He had been removed from suicide watch — to which he was assigned after being found on July 23 with marks around his neck — twelve days prior. His cellmate was transferred out on August 9; no replacement was assigned. The two guards responsible for 30-minute welfare checks, Tova Noel and Michael Thomas, fell asleep and did not check on Epstein for approximately three hours. Both subsequently falsified records. Both were charged with creating false records and conspiracy; both admitted falsification in a 2021 plea deal and were spared jail time. Two cameras directly outside Epstein’s cell malfunctioned on the night of his death. A third camera produced footage described as “unusable.” The Medical Examiner reviewed nine minutes of footage from one functioning camera. The DOJ Inspector General’s 2023 report characterised the management of Epstein’s detention as the product of “negligence, misconduct, and outright job performance failures.”

The autopsy found multiple neck fractures: left and right thyroid cartilage fractures, and a left hyoid bone fracture. Dr. Michael Baden — retained by Epstein’s brother and present at the autopsy — stated in October 2019 that across more than a thousand jail hangings and suicides in New York state over his career, no case had produced three simultaneous fractures of this type. He assessed the injuries as more consistent with homicidal strangulation than suicidal hanging. The New York City Medical Examiner maintained her ruling. The forensic disagreement was never resolved by any subsequent investigation.

“Those three fractures are extremely unusual in suicidal hangings and could occur much more commonly in homicidal strangulation. Going over a thousand jail hangings, suicides in the New York City state prisons over the past 40–50 years, no one had three fractures.” — Dr. Michael Baden, forensic pathologist retained by Epstein’s brother, present at autopsy. Fox News, October 30, 2019.

Analytical Section — If It Is Actually Epstein: What Would That Tell Us?

This Directorate does not assert that Peter Simel is Jeffrey Epstein. The following section applies a conditional analytical framework: if the person known as Palm Beach Pete were proven to be Jeffrey Epstein living under a new identity, what would that fact structurally reveal about the society in which it occurred? These are institutional and systemic questions, not emotional ones.

What it would reveal about institutional accountability. A successful staged death at the Metropolitan Correctional Center would establish that a sufficient concentration of financial resources and institutional leverage creates a class of individual for whom the law does not merely operate differently in sentencing or prosecution — but in the verification of death itself. The documented failures at the MCC would be reframed not as negligence but as the operational record of an extraction: sleeping guards, falsified logs, malfunctioning cameras, an inadequate autopsy. The DOJ Inspector General’s language of “negligence, misconduct, and outright job performance failures” would describe not institutional embarrassment but documented procedure.

What it would reveal about the protection infrastructure. Epstein’s survival would confirm the operational existence of the protection network already implied by the 2008 non-prosecution agreement — the agreement that sealed victim identities, granted immunity to named co-conspirators, and allowed Epstein to self-report to a county jail at night while spending days at his Palm Beach office. Alexander Acosta, the US attorney who brokered that agreement, told incoming Trump administration officials in 2017 that he had been instructed to back off because Epstein “belonged to intelligence.” If Epstein survived his 2019 arrest, the network capable of engineering the 2008 outcome proved also capable of engineering the 2019 outcome. The arrest was not a failure of the protection network; it was an event the protection network successfully managed one step later in the process than before.

What it would reveal about the leverage archive. If Epstein survived, the blackmail archive survived with him. The compact discs found in his New York safe — labelled with the names of victims and the powerful individuals associated with them — would not have been seized as evidence. They would remain in the possession of a living person. The individuals whose names appear on those discs would remain under active leverage. This explains not only why a rescue operation might have been mounted but why the rescued individual would be permitted to continue living — a dead Epstein releases the archive to whoever holds it next; a living Epstein provides ongoing leverage that is more useful managed than released.

What it would reveal about concealment through disclosure. The Palm Beach Pete phenomenon — tens of millions of views, Jimmy Kimmel appearances, viral memes, the @not_jeffepstein persona, the refusal to change his appearance — would, if the identity were confirmed, constitute among the most sophisticated concealment operations in modern history. Not concealment through obscurity, but concealment through total, maximally public exposure under a slightly different name in a context that makes the underlying claim appear self-evidently absurd. The best possible protection against being correctly identified as Jeffrey Epstein in 2026 is to be the man who everyone already agrees is definitely not Jeffrey Epstein, because they watched him deny it on Jimmy Kimmel and found it funny. The joke is the shield. The viral moment is the cover.

What it would reveal about the character of democratic accountability. The Epstein case has already established, through documented legal proceedings, that a specific quality of institutional relationship produces outcomes in the criminal justice system that are categorically unavailable to ordinary defendants. The 2008 agreement demonstrated this. The 2019 death circumstances extended it. Confirmation that Epstein survived would not require a new theory of how American institutions work. It would require only the recognition that they worked exactly as documented — that the documented failures were not failures at all, that they achieved their intended result, and that the institutional apparatus of American federal law enforcement, with all its resources and stated protocols, was not unable to prevent the escape of one of its highest-profile detainees. It chose not to. The system performed as designed.

The structural summary. If it were proven that Jeffrey Epstein faked his death and has been living in Palm Beach, Florida — playing tennis, having lunch, giving interviews on Jimmy Kimmel — the disclosure would not primarily be about one man’s survival. It would be about the demonstrable nature of the system that permitted it. It would establish with documentary certainty that a sufficient accumulation of financial resources, intelligence community relationships, and leverage over powerful individuals creates a tier of existence from which ordinary legal accountability is permanently suspended — not as an inequality of outcome within a functioning system, but as a feature of the system’s design. This would not be surprising given the documented record. It would be the documented record’s logical conclusion.

Archival Status

The Palm Beach Pete file is assessed by this Directorate as a phenomenon whose viral entertainment framing has functioned to prevent serious analytical engagement with a convergence of coincidences that would, in any other investigative context, be treated as requiring explanation rather than dismissal. The pre-2019 documentary evidence cited to establish a separate identity is an unarchived, deleted clip whose existence rests on the subject’s own account. The biographical profile has not been corroborated by independent documentary sources. The physical resemblance is documented across multiple specific features by multiple independent observers. The biographical convergences stack in a way the subject himself acknowledged as “pretty weird.” The behavioural choices — the viral embrace, the refusal to alter his appearance, the active cultivation of the @not_jeffepstein persona — are inconsistent with the conduct of a person primarily motivated by genuine distress at the comparison.

None of this constitutes evidence that Peter Simel is Jeffrey Epstein. This Directorate does not assert that he is. It documents what the evidence does and does not establish, what online communities have observed and theorised, and what the confirmation of the identity claim would structurally reveal — findings that stand independent of the identity question’s resolution, because they describe the character of the Epstein case as it is already documented.

Recommended classification: COINCIDENCE OF INTEREST — SIGMA TIER. Identity claim: asserted by subject, not independently verified. Pre-2019 documentation: unarchived, unverified, source-unconfirmed. Physical resemblance: documented across multiple specific features. Biographical convergence: acknowledged by subject, statistically unusual. Behavioural profile: inconsistent with stated distress. Death irregularities: confirmed by DOJ OIG. Societal implications: assessed in file. Monitoring: active.
